DESCRIPTION
OF THE ORGANISATION
CEP is the European umbrella organisation for the sector of probation. Founded in 1981 as a member-based organisation, CEP brings together practitioners, managers, academics, stakeholders and others working in the field of probation and criminal justice from all over Europe. At the beginning of 2013 Its members represent 35 countries in Europe, among which 25 EU Member States and 2 EU Candidate Member States. The majority of its members are statutory (governemnet) and voluntary organisations working in the field of probation.

The goals of CEP are to unite the sector of proabtion in Europe, to enhance the profile of probation and to improve professionalism in this field, on a national and a European level. It therefore promotes pan-European cooperation by organising conferences on actual topics in probation. By making the reports of these events available, by publishing information on developments in probation via its digital newesletter and through its website, CEP stimulates the exchange of ideas on probation. In this way it makes an important contribution to the development of community sanctions and measures all around Europe. In addition, CEP participates in academic projects which compile and study effective policy and practice in probation. It thus endorses the start of a 'science of probation'. To European bodies such as the European Union and the Council of Europe, CEP is the spokesperson for the sector of probation and provides expertise and comparative data for policy development.
EXPERIENCE IN PREVIOUS PROJECTS Since 2008 CEP has been involved in 17 EU-action grant funded projects, of which 9 are currently still running. In most of these projects, CEP has been a full project partner. However, in three of the projects, CEP has been associate project partner, one of which is Justice Cooperation Network.
CONTRIBUTIONS THAT CAN BE PROVIDED TO THE PROJECT CEP is committed to act as a sounding board for the project steering group, by commenting on the project outcomes, reports and other deliverables. CEP will contribute to the dissemination of the project results by giving attention to the project in the CEP digital Newsletter and make the project publications available via the CEP website. It also will seek to disseminate the project results via other relevant European networks, such as EuroPris. In addition CEP will assist in the organisisation fo the workshops by making its expertise in organising conferences avaiable upon request of the host organisation.
CONTACT PERSON’S EXPERIENCE AND EXPERTISE Koen Goei is the Liaison Officer of CEP. In this role he develops the contacts of the organisation with European Institutions, eg. the EU and its agencies, and promotes European regulations regarding probation in the network of CEP. In this last regard he is/has been involved in most of the EU projects in which CEP joined as full partner or associate partner. Before Mr. Goei was the Communications Officer of CEP, being responsible for the development of the CEP website and the CEP digital newsletter. Mr. Goei holds master degrees (MA) in European Studies (University of Amsterdam and the IHEE in Strasbourg).
