DESCRIPTION
OF THE ORGANISATION
The Department 2 of the Ministry of Justice Mecklenburg-Western Pomerania signs responsible for prison and probation services, offender management and petentions of clemency. Five prisons and one in 2011 newly established Regional Office for Probation and Supervision (LaStar) with 4 external probation offices are under its administrative and technical supervision.

Department 2 is also in charge for the security of the forensic clinics, which generally are in the responsibility of the Ministry of Social Affairs.

The Department 2‘s conceptual work follows two main goals: First, the enhancement of societys’ security and safety of society shall be achieved through the reduction of re-offending. This is done by safe accommodation as well as targeted and precise treatment of prisoners. For this reason the probation service is also engaged in the prisoners’ assessments and the beginning and the end of detention to guarantee a continuous case management. The treatment measures concentrating on dangerous offenders are constantly intensified. Two socio therapeutic facilities for adults and juveniles help reduce recidivism. As a second aim of the conceptual work, specialized prisons with economic sizes are to be developed.

All in all, the prison service in Mecklenburg-Western Pomerania has over 780 staff members, thereof twelve lawyers and higher administration service, 27 psychologists, 30 social workers and 607 prison officers. Four prisons, one juvenile prison and one juvenile arrest facility are run with a total capacity of 1.578 places, thereof 1.347 are held available in closed prisons, 200 in open prisons and 31 places in juvenile arrest. A training centre for the prison and probation staff is situated at the University for Police Science and Public Administration in Güstrow.

The Regional Office for Probation and Supervision (LaStar) now concentrates responsibilities - formerly performed by several institutions like courts and probation services - under one roof. In Germany, Mecklenburg-West Pomerania is the only federal state with such a central authority. The office consists of the department for probation services; the central supervision of conduct and the forensic ambulance form the other department of the office. 114 staff members work there, thereof 81 probation officers. The staff is in charge of 3.500 offenders under parole and probation, around 770 offenders under supervision of conduct and around 1.100 offenders in court assistance. The Regional Office is also responsible for electronic monitoring. 6 probationers are supervised with this programme by now, tendency is rising. The establishment of this new public authority is also an expression of the developing transition management combining mandatorily juridical and legal institutions in Mecklenburg-Western Pomerania.

EXPERIENCE AND EXPERTISE OF THE ORGANIZATION IN THE PROJECT’S SUBJECT AREA InStar (2008)
The Ministry of Justice Mecklenburg–Western Pomerania has developed and implemented an Integrated Offender Management (InStar) within the prison and probation service. The aspired continuity of assessment and treatment of the prisoner during detention is supported by standardized forms. Lack of information can be avoided and the transition between the prison and probation services is to be supported and controlled. The system was made known in the Federal Republic and Europe.

The Monitoring Concept “FoKuS”(2010) was implemented in association with the Ministry of Home Affairs Mecklenburg-Western Pomerania. FoKus involves the necessary addition to InStar. For the sake of the societies’ safety it focuses on the aspect of control. Probation services, prison services and police are in charge on a common basis to reduce recidivism of violent and high risk offenders under supervision of conduct. Working hand-in-hand helps to keep the offenders’ way of life present after his release- The risk of re-offending can be reduced by preventing the offender from disappearing in anonymity.
CONTRIBUTIONS THAT CAN BE PROVIDED TO THE PROJECT Being the co-ordinator, the Ministry of Justice Mecklenburg-Western Pomerania is highly interested to achieve the overall goals of the project. All available resources, personnel or financial, will be put at disposal for the projects’ objectives.
